Meet and greet

Demario Davis, first meeting.

Agenda item 1

Nolan: By the 7th of each month, the labor czars must publish the following statistics on the email list and in the commons:

1.  New no-shows earned during the past month, broken down by person.
2.  Total cumulative no-shows per person.
3.  No-shows made up during the previous month, broken down by person, including those made up by paying off fines.

So, for instance:

Nolan: 2 new, 8 total, 0 made up

Records of this data shall be retained in whatever filing system we use for cooperative documents, and shall be made available to members on request.

Passes.

Agenda item 2

Nolan: By the final day of each month, financial officers must publish the following statistics on the mailing list and in the commons:

1.  The names of residents delinquent on rent and/or payment plans.
2.  The date said resident's account was last in good standing, where "good standing" is defined as no amount being due while taking payment plans into account.

So, for instance:

Nolan: 6/1/2014

Records of this data shall be retained in whatever filing system we use for cooperative documents, and shall be made available to members on request.

Clarifying Questions/Points of Information

It wouldn't just be a payment plan, this only concerns rent? Yes, just to rent.

Are names included if they're just on a payment plan? No, not if they're current.

Concerns

Rent owed wasn't included to conceal whether residents were on Section 8. But an amount owed does not in any way indicate who pays that amount.

Friendly amendment: withhold names to protect confidentiality. Amendment is not accepted. Anonymity is a shield and social pressure is necessary since not paying hurts the whole community.

Late payments are characterized as a moral failing. That wasn't the intent. Late rent is a failure to follow a contract that hurts the community, especially if it continues unchecked.

Friendly amendment: change wording from “and/or payment plans” to “including payment plans.” Accepted.

Friendly amendment: Change wording to “delinquent on rent or delinquent on payment plans.” Accepted.

Friendly amendment: The treasurer should also include the total number of members on a payment plan. Anyone current on their plan will not have their name listed. Accepted.

Passes with amendments.

Agenda item 3

(Mike) Propose to allow officers to make decisions for things within their purview at committee meetings. The house must be given 48 hours of notice when an item is to be decided this way. During this period, a member can request that such an item be brought to a house meeting instead, in which case a decision cannot be made on the item at the committee meeting.

This is intended to help address the persistent complaint about house meetings being too long by creating a channel to decide items that should perhaps not be done by officers without permission but don't necessarily need the input of the whole house and can instead be hashed out by the interested parties.

Clarifying Questions/Points of Information

Is it restricted to officers? No, anyone can do this.

Could our screen decision have taken place in a group? Sure, it allows for more detailed planning for anyone interested without bogging down house meetings. Those holding meetings should identify and involve relevant stakeholders.

Concerns

Officers shouldn't be required.

Friendly amendment: Expenses more than $250 require a house meeting. This covers all expenses where there is not already established policy. Accepted after a minor bidding war.

Agenda item 4

(Richard) Proposal: Reduce labor hour requirement of all members who were pre-coop tenants from four to two hours. These individuals may choose to restore their hour requirement back up to four hours.

Tabled due to complex labor history, and to avoid making major policy decisions prior to upcoming member reviews.

Agenda item 5

(Richard) Proposal: Forgive outstanding labor debt of all members who were pre-coop tenants.

Clarifying Questions/Points of Information

Pre-coop members were given lots of warnings that they weren't doing labor.

Concerns

The issues raised in this and the previous proposal will be taken up in detail during the upcoming member reviews, and it may not be wise to make major policy changes so close to those.

Agenda item 6

(Donny, Marilyn) Discuss possible CHEA mission statement. “CHEA creates and sustains affordable housing communities.” Put suggestions in the minutes or wherever - Board members do not need to be present.

Why don't we include anything about co-ops? Issues with Texas law, and what is needed to call yourself a co-op.

Can we include something about nice places to live?

“CHEA creates and sustains affordable housing and caring communities.”

What about being a diverse community?

This is just a mission statement. It should be short, but many other documents will supplement it.

Agenda item 7

(Corey) Spend $1,583.05 on new screens for the entire property.

Clarifying Questions/Points of Information

Should we get additional bids? Hasn't been looked into, and labor costs were removed from the bid since we'll do it ourselves.

How much labor? Not outside our means.

Concerns

Can we repair damaged windows in 210 and 105 while replacing screens?

Friendly amendment: Deal with damaged windows in 210/105 while working on screens: accepted.

Passes.

Agenda item 8

A complex shell-game-style room switch that wasn't included on the wiki was proposed. Many personal details were hashed out. In the end, no major policy decisions were made. We approved the idea of a complex room swap involving Robby, Azzurra, Corey and Carey to be worked out between interested parties and Membership, as long as a deposit is paid for every occupied room.

New business

Be careful how we discuss reclamation.
